Oregon's Residential General Contractor (RGC) license is the broadest residential construction license issued by the Oregon Construction Contractors Board (CCB). There are currently 31,592 active RGC licenses in the state - the largest single license category in Oregon construction.

An RGC license authorizes contractors to manage entire residential construction projects, including new home construction, full home renovations, room additions, and multi-trade remodels. Unlike specialty contractors, a Residential General Contractor can hire and coordinate licensed subcontractors - electricians, plumbers, HVAC technicians - under a single contract with the homeowner. This makes the RGC license the standard choice for kitchen remodels, bathroom renovations, home additions, and new construction projects involving multiple trades.

To hold an active RGC license, a contractor must maintain a CCB surety bond (minimum $20,000) and general liability insurance at Oregon-required minimums. The CCB verifies both at licensing and at every renewal. Oregon law requires RGC contractors to carry workers' compensation insurance if they employ workers. Each licensed RGC must also complete continuing education every two years - 8 hours for contractors licensed 6 or more years, 16 hours for those licensed less than 6 years, including 3 mandatory hours of CCB laws and business practices.

Oregon RGC licenses must be renewed every two years. Renewal requires completing continuing education - 8 hours for contractors licensed 6 or more years, or 16 hours for those licensed less than 6 years. Failure to complete CE by the renewal date results in license lapse.

Oregon Residential General Contractors must maintain a CCB surety bond of at least $25,000. This bond provides limited financial protection to homeowners if a contractor is ordered to pay damages for poor workmanship or contract violations. For large projects, the CCB recommends homeowners consider requiring a performance bond in addition to the standard CCB surety bond, as the $25,000 minimum may not cover damages on high-value projects.

Building permits are required for new construction, structural modifications, room additions, and most electrical, plumbing, and mechanical work. When you hire an RGC, the contractor typically obtains the necessary structural permits. Specialty subcontractors - electricians, plumbers, HVAC installers - obtain their own trade permits.
